The Anmeldung is Germany's mandatory address registration. Everyone living in Germany — regardless of nationality — must register their address at the local Bürgeramt (citizens' office). It is required by law under the Bundesmeldegesetz. You need it to open a bank account, get health insurance, receive your tax ID, and start a job.

Outer districts like Marzahn, Lichtenberg, and Spandau typically have more slots than central offices in Mitte or Charlottenburg.
